Regulatory System Design by Clean Air Action Corporation
Please
call our Tulsa office at +1 (800) 324-3835, to discuss our helping your region, municipality, state, or province to develop and implement initiatives that clean the air quickly and effectively, while maintaining environmental integrity.
Here are several ways we've helped others. How may we help you?
-
Case Study: CAAC served as an advisor to a government agency in their effort to develop a trading rule for their electricity restructuring regulation. CAAC's work included development of an open market trading component, and providing a better understanding of the intricacies of the different trading systems, NOx transport, and utility emissions.
-
Case Study: CAAC developed the
first open market trading registry to facilitate the tracking of credits from their creation to their use. It has become a key element in the design and acceptance of open market trading programs. CAAC's registry was the official registry of one state until it went in-house, continues to be the official registry of PERT in Canada, and served as a model for design specifications for others.
- Case Study: CAAC helped a state develop their trading rule for NOx RACT. A 3-paragraph addition to the RACT regulation resulted in a 110% compliance factor for that rule. CAAC had the first trade under the state's trading rule approved by the EPA through the submittal of single source SIP revisions.
- Case Study: After one city twice exceeded the National Ambient Air Quality Standard for ozone, CAAC brought together a group of concerned public officials, citizens, and industry leaders to create a system whereby businesses take actions to reduce their air pollution emissions, and these actions would have a value, which could then be traded with other businesses. This program, called MERIT, for Maximizing Emission Reductions through Inter-source Trading, was the first
multi-stakeholder trading initiative in the country. This helped the city to stay in attainment for ozone.
